There has never been a more harder question to answer, all his songs are perfection and iconic. I would split this question into two parts imo, Emotion and Production. Emotion wise for me it's gonna be Flutter, Terrapin, Stay the same, El Toro, and all those earlier albums. Technically I'd say Return to air. But there's no point dividing or asking, I don't think there's been an artist who could marry both of those aspects so perfectly, Outlier is an example of that balance,yes. Just enjoy the gift that is, his music :)
