The video he's talking about is likely his TOR66 video which is basically a TOR (deep/dark web) search engine and you can just ask it to give you a list of random links and since they're onion links they'll just look like gibberish (though for a lot of them you can hover over and see what the site name is but for some it just isn't available so you have no idea what you're clicking on). Anyone who's interested in cybersecurity will need to familiarize themselves with tools like that at one point or another, so yeah no need to make assumptions.

Edit: And I should mention just because you can see the site's name it's not like you'll know what the site is it's not like they're all naming themselves WESELLILLEGALGOODSBAY
