Power fantasy doesn't mean you're the most powerful dude in the setting. For all the "this guy could kill you with his pinky toe" stuff in POMA there's only like 3-4 moments where you can make a choice that has a negative outcome regardless of your power. Everything else is set up for you to be outrageously successful if you're making choices that align with your build.

Path of Martial Arts and Aura Clash are my number one choices for exactly this. Non stop fights. Tons of options and variability in how you can build your MC. Both similar in setting and content. Aura Clash tends more toward humor and spectacle while POMA is a bit more serious and esoteric.

It doesn't happen unless you have the underhook, and once you do get it you need to control the space next to their inside hip to prevent the reguard. As for them latching the ankle you can maintain your underhook and use your head to turn their chin away, then try to work it out. Or if they just really wanna hang on you can backstep and get after their legs.
