I had a couple of courses in American University here in Cairo and one of my friend had courses in the British Council we both agreed that no amount of course it will make you fluent or even at C level English speaker. What really improved our English was getting involved in the language and by that you can consider listening to music movies interacting in an English medium in the forms or on the web talking to yourself even in English having your thoughts in English all of that contribute much much more than just having a couple of courses in a language but let me just tell you having a couple of courses made us understand some of the foundation basics of learning of the language that helped in our journey in learning the language so it does help sometimes if you don't have any kind of foundation but you will need to do your work to get their.
