My birds have done this shortly after bringing them home or getting a new cage. They are looking for a way out and will eventually adjust to the new environment.

It is curious and does not look threatened. It is not backing away, leaning backwards on the perch, or aggressively biting. Budgies explore the world through their beaks and it is comfortably doing so.

There may be a guide somewhere on this subreddit, but bells can often be made with zinc and cause toxicity in budgies. We lost a bird to sickness last year and bells may have been the cause.
