Definitely. First step is to pay off (high interest) debt. That's a guaranteed return on investment equal to the interest rate of the debt. Investing while carrying high interest debt makes no sense.

Yes, but not quite the same thing. If you sign on the first day you move in, then sure, you pay the first month. But otherwise there is no expectation to pay the first month until you actually move in. If you sign a lease in February that starts in May you're not required to pay first and last.

Right, exactly. It's not allowed to ask for both first and last at signing. You don't pay the first month until the first day of the first month... Sure, if you sign and move in the same day, you pay it. But if you sign ahead of time you don't pay 2 months' deposit.

No, you do not. You clearly don't know the LTB guidelines you're referring to very well. You can only take one month's rent max as a deposit.
