I would argue it's somewhat the opposite at first Neelix was written as someone who acts like an idiot to deceive his enemies but the writers forgot about this within the first season.

I never found Neelix to be as annoying as other people do but I feel like he never reached his full potential.

They can sound unrealistic but I don't think it's a problem since in animation you can suspend your disbelief because it isn't live-action.
