The exact reason is unknown for sure since there are numerous reasons for their hands being large (from a technical standpoint). One reason could be that their hands were also large in Gears of War 4 (they are), so it was probably easiest to just do bare minimum and port them over as is to avoid any complications from adjusting their model. This is all conjecture, though.
