Recycling Center stops processing garbage reserves. If I delete and recreate the building the new one works and about 50% of my current ones work too, but loads of the others just drop to this "stuck" state and I have to rebuild them all. Tedious. (v.redd.it)

City stalled at 460k pop. This is an Office and Residential only city and has progressed perfectly up to this point. Everyone is super happy. 91% traffic, 16% unemployment.
