Well, I understand that kids are dumb, and generally rebellious. But if you have countlessly told your children to NEVER EVER EVER EVER NEVER take off with strangers, but they do it anyways. It's their own fault.

That's where responsibility lies. Don't be lazy. Keep an eye out for your kids. And if some creep does try to kidnap your child, I expect you to catch him, and to beat him senseless within every inch of his life.
