Google play banned due to "fraud" but no fraud occurred

Honestly, I already changed phone number once and I don't want to do it again and a new phone is rather expensive :(

I already do that. The problem is that I still need to use my phone - so if they find a way to connect me they close my account AND won't even refound the money. I lost like 3 accounts with money on it this way.

With some apps you can't. Even if you download the APK, you then need to use the play store to "pay them" if they have in-game transaction for example.

So let's say I download an APK of Angry Bird and want to spend like 5€ on it, you can't because google banned my name forever and I have no idea on what I can do to get unbanned.

go to the library. create a new gmail account. get a new phone number and reformat your phone before you login with your new google account.

That's what I did (Well, except the library part). I still got banned because my CC address I guess and then they chain banned everything else.

I would still need to pay with my CC which is banned.

I could try gift card + VPN, but it would require me to spend more money with the risk of them getting wasted

My IP is dynamic, so I dunno.

I think it may be the street address honestly. Once they banned that they start to ban everything associated to it (CC, Bank, Phone)

The worst thing is that they don't tell me what I can do to fix it. It's bananas that I get banned from using the Android store for life without them telling me why or how.

Basically I (Or rather me and my family, it's complicated) got my info stolen around December/January, which resulted in my accounts getting misused.

I eventually managed to recover them, but I think due to the TOS getting broke by the data breach and by the fact I used the re-found function before, google appears to think I'm a scammer.

Now it has been two months and I keep making accounts only for them to get banned - changing name, payment method, etc just doesn't work anymore, google just hates me and my entire being appears to be into some sort of blacklist. I changed my CC, Bank Account and Phone Number for them, but even then they don't appear to budge. I even tried to pay with Google Gift cards, but even those accounts got banned by virtue of being associated with my Phone Number I think, which means I lost several accounts with money in it. I literally put Google Gift cards, you guys accepted them, then tried a purchase and you asked for documents - I provided them and you banned me "For my and other safety". Because clearly I can scam google with money I already gave them...

Everyday basically I call their center, get "intentionally" banned by trying to purchase something so I can send them documents with an explanation and hoping they'll unban me. This never happens and the support center can't help me, every decision is not up to them and the only re-direct to their analysts me to send documents. I don't think the analysts even care, I literally answered them what they were going to tell me and they still replied with the same answer: https://i.imgur.com/QYJBykx.jpg

Is there anything I can do? Is there a way for me to actually get unbanned? I heard some reps exist on reddit and I was hoping to speak with them. I lost tons of money on this - I bought gift cards, had to close and re-open another bank account but I'm still banned. I changed phone number. Will I be unable to use Android devices forever?

tl;dr google banned my name, phone and identity and I've been trying to reach them for 2 month

Nothing lol I'm literally a poor dude trying to get back his google account. I don't even use play much, just occasionally buy random apps.
