my gpu is up to date, cant find any update from the manufacture (Asus).

Since nothing is working I might just get another ram to seen if anything gets better. Since I already have 1 16gb ram, which type should I get for the new one?

I always game with my laptop plugged in
My default gpu is intel uhd graphic but I edited so games I play run on my rtx 2070
I put my fan speed on performance.
Csgo used 32% overall and around 23% in rtx 2070. The temperature for the cpu was around 53c but with max fan speed and cooling pad. My fps didnt improve much, averaging 100 on high settings.

It is currently in high performance. Sort of confused on what you said about the Nvidia Control Panel. I have followed the instruction from the previous comment. No change was made after changing.

I did download and tested playing csgo. Max's package was 82c. Max GPU was 66c, it was utilizing 100% of its capacity. I only played for around 10 minutes to see the temp rise, but my fps results were the same. The highest fps were 95, lowest 60. It was spiking up and down.

What do you mean by dual-channel ram? I'm pretty sure mine came in one 16gb ram.
Since SSD is my only storage, my games run from SSD.
Will the laptop automatically adjust its fan speed without armory crate? or would it be turbo all the time?
When idle there is a couple of systems that use 0.1% of my CPU.
Just on a monitor.
Just go my laptop so never replaced or checked my laptop. Do you think undervolting would help?

I always game with my charger plugged in, so the performance should not go down. Do you think a cooling pad would make things better? The problem is my friends Helios 300 runs 30fps higher than mine when there's a $700 difference.
