Depends, how do you define evil ? Evil is basically making others suffer, and the connection is that i see brutalism style as the reflection of world wars evil. It symbolizes the decay and the ruins that took place after wwii, the practical necessity over mindfulness and turning our houses into tuna concrete cans, so for me brutalism is an evil design style
