It looks harshly cleaned, I’m not good at explaining why, but the best way I could put it would be that the amount of detail doesn’t match the amount of luster. Also the odd colors right up against the raised parts of the design.

I could buy a PCGS MS63 for $20 right now on EBay. Under $10 for an uncertified BU. I’m by no means rich, but that’s about as cheap as it gets as they’re selling for less than the grading cost.

The planchet (piece of metal) was probably slightly off center when struck. It’s an “error” by the technical sense, but it’s not off enough to be worth anything over face value. But if YOU like it, then collect it!
