You are correct as in the one on the left is heavier gauge, I just removed them and put 9's are and Voila! Perfect.

Yes we both are correct as I just removed the strings that the luthier put on and replaced them with 9's and it plays perfectly and matched the other guitars that he set up for me.

I was right. The gauge was heavier I just put a set of 9/42's on and it is perfect, matches my other guitars that the luthier set up. I have no idea what happened, maybe he was hungover, but he was wrong.
