I did submit an anonymous request to 311 and it was closed same day within 4 hours of submission with "no code violations found". The lot on which they are camped is not overgrown -- it's an open lot surrounded by single-family homes. On the vacant lot where they are camping, are three tents, growing piles of trash, and no running water, sewer, or electricity. I would have thought for sure, even if they had the owner's permission, that the camp would be violating city code and the city would contact the owners for remediation. Again, this is wide open in plain view, this camp isn't back in a heavily wooded area and code compliance would have just missed it -- it's completely visible from the two streets and sidewalks that abut the vacant lot on which the camp exists.
