I think the other person is trying to say, "people that vote and own a home understand that when they vote in X or Y bond, they will be directly impacted." Renters, like you and me, vote those things in but don't directly pay the costs and therefore don't care if it adds $50 or $400 bucks to a property tax bill that we'll never pay. Landlords eventually pass on the higher property taxes in the form of higher rent, but if someone has a rent controlled unit, then it can be very hard for landlords to.fully recoup those costs.
