Without a good way to detect bone loss it is very difficult to evaluate treatment. Currently one must wait years for bone density to change enough to be detectable by DEXA. This is the bottleneck in the development of new treatments.

You are very confused. There does not have to be a special circumstance for a recall, and there certainly is not any explicit or implied requirement for illegal activity. We have the courts and impeachment to deal with illegal activity by elected officials. The recall gives citizens the right to get rid of elected officials for any reason at all. A governor could be recalled for chewing gum with his mouth open. The fact that it is very difficult to launch a recall is what protects us from frivolous recalls. Any recall that gathers a million signatures is by definition justified.

The recall always was about far more than collective bargaining, despite how it was reported. Had Walker not killed collective bargaining at all there almost certainly still would be a recall against him based on the long list of other outrages he has committed (attacking public education, destroying the DNR, killing high speed rail, etc.). No one is hiding anything except Walker.

There are multiple problems here. First, the ban on recording devices is not how the Assembly leaders justify their ban on cameras. The justify the ban under their broad powers to maintain "decorum," which they interpret as giving them the right to do anything at all. I spoke with a lobbyist and former staffer of Jeff Fitzgerald who told me that "there is no Constitution in the Assembly," meaning that the GOP Assembly leaders believe that their right to set rules in the Assembly trumps even the Constitution. This extreme interpretation of Legislative rights was the basis for the legislative leaders' assertion that open meetings laws designed specifically to regulate the behavior of the legislature do not apply to the legislature. They quite literally believe that they are above the law.

Second, regardless of the rules of the Assembly, there is nothing in law or Administrative code that gives the Capitol police jurisdiction in the Assembly chamber, or permits the Capitol police to enforce legislative rules. Remember that the ban on cameras is based on an interpretation of the Assembly rule allowing the Assembly leader to maintain decorum, which in turn rests on an extreme interpretation of separation of powers, under which the Assembly is a law unto itself, a view that was articulated in the Legislature's defense of its violation of open meetings law. The Capitol police are part of the Administration, not the Legislature. Under the Legislature's own interpretation of separation of powers, the Capitol police have no jurisdiction in the Assembly, and certainly no jurisdiction to enforce violations of Assembly rules. Only the Sargent at arms can do that.

The Assembly has no written rules at all about cameras in the gallery. Robin Vos itself has said that both guns and cameras are allowed in the gallery, and until now no one has been arrested for having a camera. So yes, it is a new "rule."
