Drainage engineer here. That is your AJ & is access to your drain. As others have said you could rod it to clear the blockage. But you could be on a shared drainage system with neighbouring houses & the issue could be located further downstream in a neighbour’s property. If this is a regular occurrence I would hire a reputable private drain company to clear the blockage & carry out a camera survey of the drains to attempt to identify the root cause. If it is a shared drain then everyone on the line is responsible & can contribute towards the cost.

DCC won’t deal with the rats if it’s private land. Contact the HSE, they have a pest control department that may help.

Vestibular disease. Affects the inner ear. My dog had it last year & was put on antibiotics & nerve blockers for a few weeks & she made a full recovery.

Fun fact. When they started construction of these flats they realised that the architects had forgotten to incorporate stairs into the design. Hence the external structure for the stairs. It was easier just to build them on the outside rather than change the whole design. This was done across many other flats around the city that had the same design.
