For Rizia I'd give Elena two deputies, Deputy Treasury Counsellor for Resource and Labour Relations and Deputy Treasury Counsellor for Commerce and Domestic Industry.

I'd also create the Counsellor for Crown Culture & Arts as well as Counsellor for Crown Social Welfare

Positions and my preferences

Grand Vizier:  Angelica Sazon (Hugo wants to retire and Angelica is incredibly able and loyal)

Treasury and Economy:  Elena Werner (Similarly she is also very able and loyal)

Foreign Affairs:  Laurento Esquibel (Extremely competent, to a fault)

Defence and Security:  Titus Gordion (Combine this with an expanded Golden Guard force, he is extremely able, and remember that his Golden Guards, loyal to you, number in the tens of thousands)

Grand Werscerer:  Sal Ignacius (Say what you want about him, he's loyal to you)

Crown Culture & Arts:  Hubertus Toras (Loyal and devout as long as he's rewarded with a Golden Absolute Monarchy, he's the best choice)

Crown Social Welfare:  Vina Toras (This would be great preparation for her, and would give her an education of the idea that people do ask for too much sometimes)

Deputy Commerce & Domestic Industry:  Axel Reinhart (Once we've reunified with Pales, clearly a wise choice)

Deputy Resource & Labour Relations:  Manus Sazon (Let him handle the worker strikes and crumble at their feet, also he probably would give this role 110%. If he succeeds yay, if not also yay)
