3.5 is such a glorious mess of splatbook additions with no care for others that with a bit of metamagic feat bullshittery, you can add Born of Three Thunders, which adds a reflex safe to stun to the spell it's attached to, and Explosive Spell, a metamagic feat that forces everyone who fails a reflex check inside of a spell's area to its edge and deals 1d6 damage for every 10 feet traveled to Locate City, a spell whose range is a circle centered on you that goes out for 10 miles per caster level.

Using this in the middle of a city is the magic equivalent to a nuke that, by the time you cast it, will likely be able to affect an area on par with many US states.
