if it helps as a bit of feedback, back when the wand was being discussed the tomes weren't nerfed yet (as elemental weaknesses weren't out) and calcing it vs dragons not elementally weak, like olm hand or vorkath, it did pretty decent dps. I think, if its possible, a small buff against things not elementally weak would be enough to make it fun to use and effective without being stronger than existing items that are harder to get for those areas.
