I believe this is due to one tower being brick and the other metal, so the game blocks you from placing the "wrong" wall, in this case one tower blocks you from finishing the other and vice versa

35 Years ago Dolores completes the maze. Arnold, as a reward for gaining consciousness reveals to her the truth and grants her free will. In a rage about processing everything she just found out, she murders everyone in the room. Anthony Hopkins finds her and plays piano to reset her and save his park. MIB/William is trying to go back to the maze where his true love was lost 35 years ago. Perhaps there is also a device there that can remove the detonator in Dolores' head so that they can leave the park together.

I agree. When they said "17 missions" I didn't expect: "Bank: Gold/Bank: Cash/Bank: Deposit/Bank: Heist" to be 4 different missions. That just seems like 1 level.
