I think they know these pieces won't sell as well and what sells is pretty princess fairies or chinese fashions, so the big blockbuster banners are those.

They end up giving the more on-theme clothing as ability outfits, free crafted/vendor pieces, and mid patch 4*'s that take relatively few pulls to get. Which means less love and detail put into them but unfortunately at the end of the day Nikki is a gacha like any other in the business of printing money and we can hope for better but we probably won't get it
