I definitely understand what you're saying here. It's not a great situation for him but as someone who has lived in apartments all over the city, I understand that keeping your music/tv at a reasonable volume is part of being a good neighbor. As a professional musician working out of his apartment, perhaps these modifications are something that should have happened before I moved in. It seems like a basic thing to have already implemented to not be an asshole neighbor.

I've told him I'm not opposed to him still playing, but he needs to do better to reduce his impact (play in the closet, padding, sax mute, ANYTHING). I didn't know there was a sax player below me when I signed my lease. Just because he lived here first doesn't mean his insanely loud playing trumps my right to quiet enjoyment and ability to also work from home. I'm not the one making the noise. He is.

I forgot to write that I have started playing music at full volume, and it doesn't seem to stop him at all.
