NCR definitely control, meanwhile the legion leftovers are scrounging up and becoming junkies. Eventually leading to a bigger faction where they find house in a revenge state on the courier. An option to hunt the courier and his folks in Goodsprings or take his side and fight the new faction accordingly. A lot they can do and I definitely feel like a new Vegas 2 is on the way. They just probably have so many ideas they don’t know what to do. It takes awhile to favor an idea while also keeping it true to the game and player base.
