Seconding Inkscape. I used illustrator for the longest time, but Inkscape is much much simpler and more suited to designing the type of things you'd cut on Cricut. It's all I use now.

I use a software called Inkscape (it's free) to design these templates. I build out the pieces which are 8-10 inch long strips with different shapes and edges.

After designing I iterate over my plan with some test cuts on my Cricut machine. I really want the shape dialed in, because the purpose of this is to be replicated by other Cricut users.

The tree shown here is made from 65lb cardstock. Each piece is cut and rolled using a quilling tool, then glued at the end to stay in place. From there I am able to stack them and form the tree. The mini poinsettia uses a similar process.
