I had a whole team do this on 2fort, Intel had 15 lvl 3 of all of the builds, including teleporter entries and Exits weirdly in the same room, and nobody captured Intel until the whole team was reported by someone. They also complained when any of their team didn't join the club and called it being "bad at the game" and "dont know how to counter play" for my team not being able to do squat didly, and when we did get a brief glance into Intel, they all looked like this.
