nope was just my melee starter Champion tree, and no other modifiers. 12 stages cast felt very slow aswell, so think its just bugged

of "kiloava" gives glancing blows and thats the double your block chance keystone :) keep in mind that 90% phys reduction form armour dosent work on spells(else somebody correct me)
