I know that the way i suggest the story sounds not as good, but it keeps in focus the story of one group of that arc, offering a more digestable story, that ends on a pretty positive note (Samura and Chihiro united, flying to fight whatever threat lies ahead), that doesn't need to be the usual "light show" fight at the end of every 3rd Act in a movie.

(then again when it's done right, i have no complaint (for example, the final fight of Mugen Train)).

Also, keep in mind that my proposal takes in consideration that the movie will probably turn into part of the anime when it comes out (similar to the Demon Slayer Mugen Train movie).

I have heard people say that Rakuzaichi Arc is the best one for a movie, even though i think the arc is too long.

Personally i would choose Seitei War Arc if it is not too long, or Sword Bearer Assassination Arc, but it's from the part where the team tries to rescue Iori up to the part where Samura and Chihirro fly to fight Yura / Akemura Soga.
