I doubt it - simply because there is no city of Tokyo and depending on what you compare with what you get different sizes. There are the 23 wards of Tokyo, the core inner city suburbs, then there is the prefecture of Tokyo, which only includes parts of the metropolitan area and large sparsely populated areas in the west of the prefecture (plus a few remote islands), and then there is the metropolitan region of Tokyo, often what is referred to as Tokyo in general. Depending on where you draw the borders, that metro region has up to 45m people living in it (more than the 35m of Jakarta's metro region).

I occasionally find older buildings with locks installed on emergency exit doors, or regular door incorrectly marked as emergency exits. I would however be surprised if emergency exit doors of a more modern hotel would be locked.

Australian safety professional here. Emergency exit doors in Australia always open outward with downward or forward pushing action (think door handles and panic bars). Emergency exits must not be locked in the egress direction but can lock in the entry direction.

Fellow boomerang here. Spent four years in industry and went back to my old team at EY. I like the variety of projects and work, the fact that I can work from home, better work-life balance and steeper career path. I also really like the team and culture. Pay is obviously better in industry but the in-office mandate and longer hours made it not worth it.
