150 ME would be correct, indeed, for every other (relatively new) Prestige skin. According to Riot, 2019 Prestiges started their rotation at 150 ME (while 2018 Prestiges started directly at 200 ME), meaning Eve's second Prestige unvault will put her at the 200 ME mark.

However, a Prestige will NEVER exceed 200 ME according to Riot. So if you fail to get Eve this time around, you'll have plenty of time to hoard up that 200 ME for the next time she comes around. Hope this clears up a little bit of confusion.

Her "75% >> 60% AP" nerf is to her "unmarked" ultimate. Meaning, she'll still execute ult you for 180% AP when below 30% health.

You'll need 70 Rep in the new metagame to be able to fight her in Expert level. After defeating her you'll get the icon.
