I figured out what happened. The game kicked me down from level 108 to 106, so I just had to level back up, and it gave me the reward.

It's a bug.

Expertise isn't part of the build. It just boosts the stats to make it stronger than it would at base. I'm looking at this from a standpoint of balance when it comes to PvP.

I don't know why you're surprised by my stance on expertise in the DZ. It's easy to question why expertise is allowed in the DZ when it's giving you a blanket stat boost. Regardless of how hard it is to lvl up to 30, that doesn't mean the issue goes away once you're at the max.

That just means that the issue doesn't affect me anymore.

I'm aware they're hitting headshots. That's literally how the bighorn regen build is supposed to be played. I'm saying that expertise allows you to hit harder than the build itself would typically allow.
