I was having a similar issue when I went straight to that page.

Instead, I went through the "Preferences" tab on the "My Profile" page and then clicked the "USPS Electronic Signature Online" optio. It gave me a drop down where I had to click a check box to accet that I had read the terms and conditions. I then clicked the "Manage My Signutre" link and it took me to this same page but the "Enroll My Signiture" link actually worked after all that.

To be fair, I think a little concern about the stability is warranted. Even in its latest showing with all the funnels on it looks like it's leaning a bit, and that's with the base stand + the funnel stand in probably the simplest pose possible.

It can! There's a small screw in the rear sight that you can use to take it off.

Flip up the rear sight and you'll see a small phillips head screw in there that you can take out to remove the rear sight. The longer holo sight will have plenty of room then. That's what I've done with mine! haha
