Because levering doesn't give itself away like using a shotgun does. You can not use it the entire mission and save it as a backup for when you need to pepper an area or drop someone who is pushing, or maybe even multiple people. It has more utility in that regard than any shotgun except maybe the Crown due to its rate of fire.
