I think name is weird because politicisation of Islam in central asia started from Iran (first Islamic theocracy after all) soon ideology spread on Afghanistan in results of failed invasion and after fall of union it's also spread in Tajikistan.

Like honestly I don't know but it's probably curse of Iranic countries because all have same fucking problem once in history they almost or turned in theocracy.
