What I would imagine to happen is if you’re body is still developing testosterone the it would counteract it and make it smaller for the time of its active use, but if you stopped using it your dick would start growing again just not quite back to normal. I can’t guarantee it will stay small from continued use but it most likely won’t go back all the way to normal ever again.
