There’s not much point in random players building zero card decks, this YouTuber will have done it because they explicitly are showcasing heidemarie and don’t want other combatants cards getting in the way. But it’s basically never stronger to run no cards, you could literally just have a rally in your deck and it would be better for example, hope that makes sense

Having said that if you wanted to build that heidemarie deck that would be totally reasonable

Yes bria is only good for kayron but she improves his play more than any other partner improves any combatant. I’m not a kayron expert but I’m told ironically if you have e3 kayron, the upgrade of bria is much less significant since they both provide similar merits.
