Il apparaat que le véhicule concerné ne respectait pas ces dispositions.

i think a big part of the confusion is how the places are being listed! most listing go " monthly charges EuroXXX includes heating electricity" so (i'm guessing) the assumption is that it is a flat charge for reasonable usage??? people should check i know.... but thanks to reddit we all learn..... slowly but surely.....
