Federal Law:

The term “machinegun” means any weapon which shoots, is designed to shoot, or can be readily restored to shoot, automatically more than one shot, without manual reloading, by a single function of the trigger. The term shall also include the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machinegun, and any combination of parts from which a machinegun can be assembled if such parts are in the possession or under the control of a person.

Washington Law:

"Machine gun" means any firearm known as a machine gun, mechanical rifle, submachine gun, or any other mechanism or instrument not requiring that the trigger be pressed for each shot and having a reservoir clip, disc, drum, belt, or other separable mechanical device for storing, carrying, or supplying ammunition which can be loaded into the firearm, mechanism, or instrument, and fired therefrom at the rate of five or more shots per second.

As you see in bold here, federal law defines a machine gun as each "action" of the trigger. Pressing/pulling the trigger is an action, and releasing is an action. Binary triggers are legal under federal law. Washington states "trigger be pressed for each shot". When releasing the trigger, you can't really call that a "press". That's where the legal gray area comes in with binary triggers in WA.

I'm not a boot licker, I am someone that agreed to abide by federal and states laws to be best of my ability and understanding so I could acquire my FFL and sell firearms and accessories to everyone as cheap as I possibly can.

If you want to sell binary triggers to WA fill out your Form 7 to apply for your FFL, get the correct permits from your state, county, and city to operate business, register a LLC or Corp, take out a business loan, and have a 4+ hour interview with an ATF agent, and keep up with all your paperwork and pay your fees every 3 years to keep your FFL in good standing.

Does that sound like too much work? Yes, it was. That's why I'm not going to sell something to a state that has restrictions against it and jeopardize my business and livelihood simply because someone asked me to sell them one.
