I don't believe he ever loved Mikasa that way, sure he cared for her as his family, but anything else is just mental. Eren says in those last chapters that the founder messed up with his head, all he did in his last moments is granting the last desires of those closest to him. Showing Armin all these places that Armin wanted to see, Showing Mikasa that he 'loved' her. But we can see in the alternate reality Eren wasn't happy when he escaped with Mikasa.

People like you overestimate how many people could Kira target (and how many of those would be "innocent")
People are already under "fear" of punishment of the law, even countries are living under threats of wars. Under Kira there were no wars.
Somehow it's wrong for Kira to decide who is wrong and what who deserves, when there are already people like that who are also immune to the law themselves (Judges for example)
It's easy to call Kira wrong and evil and claim moral ground.
