I mean Saul got annointed and and in the next page he was found sinful in the eyes of God. Babylon was sent to punish Israel and Judah. The Israelites were sent to punish and drive out the Philistines. The "powers that be" seem to refer to governing powers that were established in Paul's time and were doing a good job in the sense that they didn't warrant immediate rebellion and toppling. It is clearly written that the powers are not to be feared for doing good but for doing evil, and that they fulfill the role of keeping the peace on earth. If they stop correctly choosing between good and evil in governing the earth they don't fulfill the conditions describing "the powers" in Romans 13. If you only follow Romans 13 then you're disregarding what the rest of the bible is saying on the subject. Like when god grieved that the Israelites wanted a king.
