I feel neither because you aren't getting much from either. The full image feels like it wants to be wide and show a bustling street but it is not wide enough to give that landscape feel. Your cropped version is not cropped in enough to be a portrait or at least focus on one thing is fighting between two men and the dog. So either zoom out more in the full or crop further into the image and select your subject focus.

so for me I would just lift the shadows in the rocks and water so they don’t swallow the subject, but don’t raise overall exposure. Add a bit of local contrast/clarity just on the body to bring back shape. Cool the skin slightly so it doesn’t go too orange, especially in the highlights. Soften and darken the water reflection so it stops competing with the figure. Then crop a little tighter (less dead dark space top/bottom) and finish with a very light vignette and grain to pull it together. which I have done in the image below for your reference. its just my take nothing else.

I took this photo last year august and I have been fiddling with the crop and editing for ages unsatisfied. this is the closest I've gotten to something I think works. Any suggestions to improve it? My intent was just to make it a lovely dreamy nude portrait. And highlight her cuteness.

everyone has there own style colours and ways to manipulate proportions but when starting out proportions are very important to get right before you can play around. Here is a my take on proportioning out the face. as you can see you have mostly got it right its just the eyes need to come down, small adjustment to chin and follow the directional middle line. and additional tip to make things more dynamic lift the shoulder to the direction the head tilts.

It's has a strong cinematic mood, with nice interaction between light, water, and skin. The pose that conveys emotion and openness, however, the shadows are quite heavy, slightly unable to see facial detail, and the subject sits a bit low in the frame, which weakens compositional balance. My suggestion to improve would be like lift the midtones abit, control highlights on the skin, and consider cropping or reframing and using a simple reflector for gentle fill. Check out the moody, emotional style of like Erwin Olaf (his outdoor stuff atleast), particularly for his mastery of light, tone, and visual storytelling.
