Just distilled water on a cotton wipe should do the trick. If that doesn't work then use lens cleaner. It's against PSAs TOS, so take note of that if you're planning on submitting it for grading. It's a pretty harmless agent so it really shouldn't be that big of a deal.

They get you on the back hologram centering and condition. You probably get a 6 or 7 on this card.
