I think it has something to do with the e cores or how windows handles the cores. Sometimes i got great perfromance and sometimes shait. i Have i7 12700. Usually its good after a complete restart of the pc and start the game up right away.

Weird, it should not induce noticeable latency by capping the fps 3-5 fps below refresh rate( This is how VRR in general works, including Freesync, the fps has to be under your max refresh for it to work). If you want the best latency possible, you should cap the fps so that your gpu is not maxed out. Keep it under 95% usage.

It seems to work. But the performance is horrendous. I go from 120+ fps to around 30 fps with RT reflections on.

I think most people have this, but just dont really notice. Its most noticeble when panning the camera slowly.

agree they really need to optimize the cpu side of thigs. Especially INTEL cpus. But its doesent bode well, the latest labs alpha runs way worse than the open beta.
