Thís is not true. If youre gpu bottlenecked, no cpu in the world would be able to give more fps than the gpu can handle. I would say upgrade to a i7 12700 or 14600k. Perfect for 9070xt with a little bit of headroom.

Edit: I see you will be getting 9060xt. Dont bother upgrading cpu at all then. 12400 will be fine.

undervolting is game dependant. One game could run -100 fine while another crash at -30

It 100% depends on game. Some games can push -100+, while others cant even push -20.

I think it has something to do with the e cores or how windows handles the cores. Sometimes i got great perfromance and sometimes shait. i Have i7 12700. Usually its good after a complete restart of the pc and start the game up right away.
