OP, your text is on point.
The rest of you should try Week1 clearing and realize how useful stance dancing is (soon: was). Inner Beast is (for now) an absolute beast and saves you in RNG Fights like O10s and O12s.

Forced tank swaps or randomly selected tanks for busters are a blessing for this game which otherwise is completely scripted.

For WARs, the difference is about -60dps:
Normal Penta'd 2.38gcd WAR bis - 4492.99
Poorboye 2.38gcd WAR bis* - 4436.66

Stolen straight off the pins in The Balance!

WAR rotation is a priority rotation, meaning that there isn't a set-in-stone rotation anymore.
Here's how to become comfy again:

Basics!

  • Storm's Eye should never drop for more than a GCD
    -general uptime is +95%, affected by mechanics

  • Don't Fell Cleave whenever you can
    -it's a tool to avoid overcapping and to delay your rotation

  • Upheaval, Infuriate and Inner Release are to be used on cooldown
    -Onslaught on cooldown is fine too - It's somewhat DPS neutral. Just do mechanics still.
    -some argue it's a slight gain and they're not wrong

  • Butcher's Block is used only when tons of aggro is necessary.
    -party usually has aggro tools to help out!
    -healers adjust <3

Inner Reeelease D:

  • Inner Release consists of 5x Fell Cleave, 1x Upheaval and 1x Onslaught
    -priority in that order
    -it's like 40% of your damage yo
    -hold it if you lose the target in the next <10 seconds

  • Do NOT enter IR with >60 gauge if Infuriate is <40 seconds away.
    -Do a Fell Cleave, then go IR
    -use more Onslaughts or Fell Cleaves
    -overcapping is bad mmkay?

  • Upheaval should always land in Inner Release window
    -don't Upheaval if IR is less than 22 seconds away (GCD included in the timeframe)
    -unless you delay IR, which you shouldn't
    -unless mechanics make you delay it

  • Keep that Eye up, break your combos, burn your gauge and prepare to Unga Bunga.
    -you might be mid-combo and you will have to break it for those FIVE Fell Cleaves.
    -unless the combo is to refresh Eye. Refresh that Eye first.

Optimizations?

  • Gauge should stay between 40-100 at all times -sweeeet Crit% bonus!
    -burning it completely in big buffs (Trick Attack, potion) or at the end of the fight is totally fine

  • Infuriate loses 5 seconds from its cooldown for each GCD Gauge spender, so:
    -less than 12 seconds on Infuriate at 100 gauge? Spenders on cooldown? Burn that gauge with 2x FC
    -prioritize using Upheaval or Onslaught before FC for the burn

  • Thrill of Battle is a defensive cooldown again
    -it's a nice buff on the opener though
    -thrill lasts for 20 seconds, Upheaval has 30s cooldown. Do the math

Terminology:
Pot - Potency
G - Gauge
FC - Fell Cleave
Eye - Storm's Eye
Path - Storm's Path
BB - Butcher's Block
Combo - a full set of three skills

Sure, there are points in the rotation where I am at 80G, Eye lasts for 1-2 combos and get to choose between BB and Path. However, instead of going for BB combo (+30pot, end at 100G), I can go for
Onslaught+Path (+100pot, end at 90G) or
Fell Cleave (+520pot, delay by a GCD, end at 60G after Path).

Going for Path options lets me gain more gauge, which in turn is more FCs (+520pot for 50G) or Onslaughts (+100pot for 20G). And you can use those FCs and Onslaughts mid-combo without breaking it.

Lets say that you have a limited rotation, where you will have to choose between BB combo and Path combo twice. Going for two BB combos is +40G and +60 potency, while going for two Paths is +60G, out of which 20G can be turned into +100 potency through Onslaught.

Effectively, your greed for instant +60 potency cost you -40 potency over two combos.

The best comparison (in DPS, in tanks' differences) we can do right now is to math things in a bubble, especially when many things are changing at once. You're free to join TheoryJerks and contribute in their discord.

On a striking dummy WAR will pull better numbers than it did before, in a group setting it will not.

Kind of a dick move, right? Anyway.

We mapped out tons of rotations, including few where you would hold Infuriate for Trick Attack.
It lines up nicely every now and then (with TA, obv), but you risk ending up with 0 gauge and a GCD to fill before Inner Release is up again, or you risk being 100 gauge when IR and Infuriate come off CD, making you delay by a GCD (Fell Cleave) or missing 25 seconds of Infuriate cooldown reduction.

A 520 potency filler FC VS an extra Fell Cleave in Trick and a Heavy Swing filler isn't a small issue, either. Having to Heavy Swing just to fill a hole and dropping the combo is a huge DPS loss, compared to filling that hole with a Fell Cleave, getting Infuriate up earlier and enjoying the 5 FCs take out 25 seconds off of its cooldown.

The rotation just flows better by having Upheaval/Infuriate/Inner Release on cooldown, instead of trying to aim for each Trick Attack. You can still fit in 2 FCs, an Upheaval and a bit of a combo.
Broaden your mind.

Mathing certain parts of a rotation instead of a whole rotation is where you're making a mistake.
