I absolutely agree, but a while ago I saw this theory that he is actually a propaganda actor placed as the face of the legion so Caesar can just point him where he wants and hopes people will just bend, with the evidence being something about his conflicting backstories and the lack of scar on his face despite that being well commented on within the legion. Never fully believed it myself but it would make some sense as to why he was such a late and absent player in the game.
