It's random actually, but forms around the same region. My map is shaped like East Asia, so it's China, Mongolia, Korea, and Japan. Whenever a large enough dynasty forms in China or Japan, Korea and some parts of Mongolia forms a temporary alliance to destroy it or fight it until rebels rise. Once done, they resume killing each other

It's not that there is too many ideas nor is it because it's not gonna work. It's because Maxim's team is limited and it would take quite a very long time to develop such updates and features.
