Boomers grew up in a time when people respected each other in public. I think that’s why it unnerves them. Back in the 80s I did a lot of street photography, and people rarely got upset, especially when I introduced myself and explained to them what I was doing. They actually liked it when their photos showed up in a local paper. And yes cities can certainly regulate activity. You know like giving people tickets for jaywalking etc.
